In Merthen's hand, with the official golden dragon seal of House Cadag in wax attached. The reverse of the seal shows the Maker's Sun, the sigil of the Clans and the High Laird, indicating that this is made with the authority of the High Laird.
A more informal letter of well-wishes is attached.

To the bearers of these my charges, my loyal and trusty ally Laird Ruadhan mac Geoffrey a'Connell, Laird of Glenn Tuathas and my beloved son and heir, Aemrys mac Merthen a'Cadag.
I, MERTHEN ARTGALL MAC MURYGH A'CADAG, Laird Cadag of Llwyn Newyth, by the Will of the Grand Gathering High Laird of the Clans of Vulcanis, and by Appointment of His Majesty the King Royal Steward of the Lands of Vulcanis, for reasons of justice, do charge you to arrest in my name and the name of the Grand Gathering Vortigern mac Owyn, who has, contrary to the laws sacred and secular of the Kingdom of Archades and the honourable traditions of the Clans, sought to unlawfully deprive my sister, the Lady Eirian, of her liberty in pursuit of a clan feud.
I do so charge and indite the said Vortigern mac Owyn of the attempted abduction of my sister, and command, by the authority granted unto myself and in exercise of the duties to safeguard our most sacred traditions and the Peace among the Clans, yourself and every Clansman of honour and standing, to arrest and detain the said Vortigern mac Owyn, to await the judgment of his peers at the Grand Gathering.
And that I do also charge and indite Clan Cruach of assisting in the crimes of the said Vortigern mac Owyn, and charge you to similarly take them into your custody.
Wherefore I, today, have given into your command the forces at my disposal and do command to all loyal Clansmen to render to you all assistance in the execution of these my charges.
Done in the Light of the Maker on this 20th of September in the year 1427.

My thanks go out to you for undertaking this effort on my behalf - I have high hopes of your success. I shall remain here for as long as I may and return in time for the Festival of Samhain, at which I hope to be able to celebrate your success. While I remain here, please be assured that you shall remain in my prayers but also in my best efforts with the Crown - should thing not go according to plan, I ask you to let me know as fast as possible. I have alerted Prince Julien to our efforts and will not hesitate to ask him to put the full force of the Crown's might behind us if necessary to accomplish our aims.
